CAESAR 2 is a city planning simulator and real-time strategy with an economic bias. As in the first part, the setting of ancient Rome is used here. In Sicle, the schedule has noticeably improved. Top view was replaced by isometric.

In Russian translation, the game is found under the name "Caesar II". Continued introduced many innovations to the old gameplay. User is located on the position of governor of one of the provinces in the Roman Empire. However, now he has more responsibilities. In addition to the transformation of small settlements in prosperous megalopolises, it is necessary to capture and civilize the barbaric lands, defend settlements from Galov raids, lead the troops in battles and climb up the career ladder. There are 3 modes in the title. In the first one must manage the city, removing residential, trade, craft, military and other buildings, as well as building the supply of resources, solving problems with unemployment or lack of labor and improving the standard of living of the population. In the second, you need to directly lead your troops during tactical battles in separate battle fields. And in the third it is necessary to expand the territory of the country, gradually getting a way to new zones.

The user has a managed AI competitor. If a computer opponent becomes Caesar instead of a player, bringing the benefits of civilization to most of the provinces, then the user is counted defeat. Also, the game will be lost if the current ruler of the state will ruin the gamer for serious misconduct. For example, if the player enables enemies to capture the city, it will not be able to carry out tasks in time, will create too much deficit or will not fulfill imperial requirements.
