In the plot, the insulated country is experiencing a shortage of food, and the authorities begin to tell residents about the dangers of fish and cheese dishes, which supposedly contain poison and can poison the body. In this anti-dust world, some people secretly listen to forbidden foreign music and try to catch the waves of foreign radio stations to their antennas.

The story concentrates the focus on the work of the secretary, which collects denunciations on people in a fictional area called Quarter 31. According to the plot, the protagonist was a simple musician. Once, law enforcement officers came to him and recruited it. In order not to go to jail, Antiger began to collect information about its neighbors and make a dossier on them. Now he collects information, receiving it from civilians and spy network. Through these data, the tragic stories of ordinary people are shown, followed by surveillance.
