Yes, your character was in the open ocean, but his key goal is to survive. At first you will have only one subject - hook. With it, you can kill the shark and start to catch the items from the water.

From the chests you can get weapons, armor, objects of general human resources. Do not forget to get the wreckage and all sorts of boards. Recycling such raw materials, you can make construction materials and resources to create weapons.
